Jerry Boyko
Executive Director
Jerry is responsible for all operations of the SILC, managing the staff and the office, collaborating with SILC partners, maintaining the relationship with the Division of Rehabilitation Services as well as the Centers for Independent Living, and ensuring council members have the information they need to make good decisions, manage the corporation, and meet their responsibilities under the Rehabilitation Act of 1973 as amended.
He also maintains the SILC's state and national collaborations and relationships.
Trish Cash
Office Manager
Trish is responsible for bookkeeping and coordinating the daily operations of the SILC office. She also provides administrative support to the executive director and to the SILC and its committees.
Trish's initiative and flexibility have been true assets. She has established strong working relationships with our partners and vendors, handling the logistics of everything from the printing of business cards to travel arrangements for council members.
Tonya Barnett
Program Assistant
Tonya Barnett, Program Assistant
Tonya is our Program Assistant and the newest member of our team. She provides staff support to the Ron Yost Personal Assistance Services Program (RYPAS) and organizes and maintains all RYPAS board and recipient information.
She also manages the layout and publication of the SILC Newsletter, the SILC Annual Report, and other publications. Tonya also conducts grant research and resource development.
Her duties also include daily office tasks, such as answering phones, organizing maintaining office files, and managing SILC email correspondence.
Paul Smith
Fair Shake Initiative Coordinator
Paul joined the WVSILC staff in October of 2024, and is the coordinator for our newest program, the Fair Shake Initiative (FSI). He brings 16 years of experiences in disability advocacy as the administrative assistant for the Fair Shake Network in 2008, and then took on the Director's role for Fair Shake for 7 years.
Paul is responsible for carrying out the activities of the FSI. His duties include monitoring legislation, attending the legislative session, committee meetings, and interims. He is also responsible for organizing our annual two-day Stewart's Legislative Conference.
Paul’s other duties for the WVSILC includes updating our website, social media, and publishing our newsletter.
